When should I remove noindex?
At launch, once the site is ready. Check this right after going live, because a forgotten noindex tag can keep a site out of Google.
Do I need redirects if the URLs stay the same?
No. Redirects are needed only for URLs that change or are removed.
How long until a new site is indexed?
It varies. Submitting the sitemap and requesting indexing for key pages helps, but timing is up to Google.
